- The Municipality of Bijelo Polje has received financing from the European Investment Bank (hereinafter referred to as “the Bank”) toward the cost of the Design and Construction of the Wastewater Treatment Plant Bijelo Polje (WWTP Bijelo Polje) and a grant from the Western Balkan Investment Framework (WBIF).
- The Municipality of Bijelo Polje intends to initially select Applicants for Design and Construction of the Wastewater Treatment Plant Bijelo Polje. The awarded Contractor will be required to design WWTP for the final capacity of 30,000 p.e. (Phase II capacity). The preliminary treatment facilities and the by-pass line shall also be constructed under this Contract for the Phase II capacity, while other facilities (biological and sludge treatment) shall be constructed for Phase I capacity (20,000 p.e.). The wastewater treatment process shall be based on the activated sludge process with nutrients removal and treated effluent disinfection. Sludge treatment shall include sludge pre-thickening, aerobic sludge stabilization and dewatering.
The Contract will also include the design and construction to the water supply system for an approximate length of 975 m and to the power supply system for an approximate length of 2.000 m.
The Works Contract will be implemented as per FIDIC Conditions of Contract for Plant and Design-Build (Yellow Book), First Edition 1999.
The scope of the Contract also comprises WWTP testing, a one-year Guarantee Verification Period (GVP), including training of the Employer’s personnel, all prior to issue of Taking-over Certificate, as well as one year of Defects Notification Period.
It is expected that the Request for Proposals will be made in May 2024.
- Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers Fourth Edition - November 2020 (“Procurement Regulations”) and EIB Guide to Procurement September 2018. (In case of any conflict the EIB Guide to Procurement https://www.eib.org/en/publications/guide-to-procurement.htm will apply). For the aspects not covered in EIB GtP, WB procedures shall apply. Initial Selection is open to all eligible Applicants as defined in the Procurement Documents.

A complete set of Initial Selection documents in English may be obtained by interested Applicants on the submission of a written application to the e-mails above free of charge.
- Applications for Initial Selection shall be submitted to the Employer not later than 25/04/2024 at 10:00 CET (Central European Time/ Bijelo Polje Time), in clearly marked and closed envelopes bearing the mention:
